Introduction

Mahatma Gandhi University (MGU) has committed itself to the principles of inclusivity, accessibility, and equity, as envisioned in the Rights of Persons with Disabilities Act, 2016 and further reinforced by the UGC Guidelines for Promoting Accessibility and Equity for Persons with Disabilities, 2012. In accordance with the provisions of the Mahatma Gandhi University Act, 2010, MGU has taken proactive measures to ensure a barrier-free environment for differently-abled individuals. These initiatives aim to provide equal opportunities, enhance accessibility, and foster dignity and independence among all members of the university community.

Legal Basis and Compliance
The university's commitment to creating a barrier-free environment for differently-abled persons is grounded in Section 36 of the Mahatma Gandhi University Act, 2010, which empowers the institution to establish necessary committees and facilities to address specific needs. This commitment aligns with national regulations, including the UGC (Promotion of Equal Opportunities for Differently-Abled Persons) Guidelines, and adheres to international conventions, such as the UN Convention on the Rights of Persons with Disabilities, ratified by India.

Objectives and Scope
The objectives of providing facilities for differently-abled persons at MGU are:

  1. Universal Accessibility: To ensure the campus, infrastructure, and facilities are fully accessible to persons with disabilities.
  2. Barrier-Free Environment: To eliminate physical, communicational, and attitudinal barriers that hinder the active participation of differently-abled individuals.
  3. Assistive Support: To provide technological and human support systems that empower differently-abled persons to participate in academic, administrative, and co-curricular activities effectively.
  4. Awareness and Sensitization: To foster a culture of inclusion and empathy through awareness programs for students, staff, and faculty.
  5. Policy Development: To create institutional policies that promote and protect the rights of differently-abled individuals in accordance with legal and ethical standards.

Monitoring and Evaluation
To ensure the effective implementation and maintenance of these facilities, MGU has constituted a Differently-Abled Persons Advisory Committee under Section 36 of the Mahatma Gandhi University Act, 2010. This committee monitors the compliance of infrastructure and services with accessibility standards and submits periodic reports to the university's Board of Governors and the UGC.

Impact and Benefits
The facilities for differently-abled persons have significantly enhanced inclusivity and accessibility within the university. These measures have empowered differently-abled individuals to pursue their academic, professional, and personal aspirations without barriers, fostering a culture of dignity, independence, and mutual respect.

Future Initiatives
To further strengthen the inclusivity framework, MGU plans to:

  1. Expand assistive technology offerings, including AI-based tools for enhanced learning.
  2. Establish a mentorship program pairing differently-abled students with faculty and peers for personalized support.
  3. Conduct regular audits of campus infrastructure to identify and address accessibility gaps.
  4. Partner with government and non-governmental organizations to implement advanced training programs for differently-abled students and staff.
